Feds freeze out Langford on contracts, money

By Kyle Whitmire

The United States Environmental Protection Agency has informed Birmingham Mayor Larry Langford that he is suspended from participating in federal contracts and similar federally assisted activities.

In a letter dated Feb. 26, 2009, mailed to Langford’s Fairfield home, the EPA informed him of its action.

“By this Notice, effective immediately, I have suspended you from participating in Federal contracts and assistance activities,” EPA Suspension and Debarment Official Richard Pelletier wrote in the letter. Pelletier went on to describe the alleged conspiracy between Langford, investment banker William Blount and lobbyist Al LaPierre as its basis for suspending Langford’s ability to act as an agent in federal contracts.

“As a result of your suspension, your name has been published in the Excluded Parties List System on the General Services Administration’s website, and you are ineligible to receive any federal contract or approved subcontract, or to act as an agent or representative on behalf of another in such transactions,” Pelletier wrote in the letter. “You are also precluded from receiving certain Federal assistance, loans and benefits (or contracts thereunder), or from participating as a principal, agent or key employee in those transactions.”
