Langford, council at odds over transit vote

Mayor and council president have two interpretations of free transit vote. Birmingham Mayor Larry Langford says that the council's unanimous abstention means the free bus fares will proceed according to his plan. Council President Carole Smitherman says the abstention means the proposal failed and the mayor cannot allocate the money for the free bus fares.
