The Environmental Protection Agency has added Birmingham Mayor Larry Langford to a list of parties excluded from handling federal funds. The action could severely impair Langford's ability to govern, as he could not oversee any federal funding, including community development block grants and federal stimulus money. The Birmingham City Council will meet Tuesday to discuss the issue. (Source: Birmingham News.)
